It can be obtained as soon as you begin, beside the fence near the Fire Escape. Use it on the locked door in the stairway tunnel that you passed moments earlier.
During First floor, east side, when you return to the... well, the first floor’s east side. You will find it in the small office inside the East Office. There is also a Fuse on the table beside the door blocked by a chair, which you should take with you.
During Using the Round Handle, you will find it in the S.T.A.R.S. Office.
Use the Cutting Tool to open the door in the southwest corner of the Operations Room, on the west side of the first floor. You will find the Electronic Gadget on the table. You must combine it with the Battery to create the Detonator.
You must combine the Battery and Electronic Gadget, then use the resulting Detonator in the West Storage Room on the third floor to clear the path. Solve the Maiden Statue puzzle, just as you did with the others, to obtain it.
While exploring the Parking Garage during Return to the Police Station, enter the Firing Range on B1. You will find the box on a table. Examine it in your inventory, turn it around and open it to find the key inside.

As Claire: Use the Heart Key to open the Interrogation Room and collect it from the back of the room. Be careful, as a Licker will smash through the one-way mirror when you do. To open the box and obtain the S.T.A.R.S. Badge, combine it with the Red Jewel.
As Leon: It is in the room next to Claire’s, which can only be opened with the Club Key.

You will find it while exploring the east side of the Police Station, in the middle of the East Storage Room on the second floor, after climbing the stairs from the Chief’s Office.
