You'll find one in the northwestern corner of the side path you need to take as part of the story to reach the second barrier. You won't be able to access this area until you've cleared the barrier.
You'll find another inside a chest in the southeastern corner of the central area of the map.
To reach this point, you'll need to progress through the story and defeat the boss in The Stage is Set at Kiyomizu.
Once you have the ability to destroy Malice Barriers, destroy the one near Nio-mon Gate.
From there, head north and then east of the buildings. You'll find the Hempen Cloth chest to the left of the stairs, before climbing them.
You'll find one in a chest north-northeast of Rokudo-chinnoji Temple. It's directly behind the wall separating one of the fields in the central-northern part of the region.

Once you have access to the southeastern area of Eastern Kyoto, after collecting the previous chest, and climb onto the rooftops, head to the northwestern corner of the area to find another chest.
After clearing the Malice from the region as part of the story, you'll find a chest containing Hempen Cloth on one of the northeasternmost streets in Eastern Kyoto.
There's another inside a chest on a cart located on a slope in the southwestern part of the southeastern fields of Kyoto.
You'll find another two pieces in the courtyard where you have to defeat several enemies during Clear Space, Clear Mind. They're inside the chest behind the building.
Once the story sends you to the old temple, you'll find a chest in the northern part of the southern end of the compound. You'll pass right by it as part of the story. It contains another Hempen Cloth.
When you reach the courtyard packed with enemies, defeat them, pass through the gate and turn right to find another Hempen Cloth chest in the corner.
When you reach Windswept Kennin-ji, the gate to one of the compounds in the southeastern fields will open.
Defeat the enemies, destroy the Malice Barrier on the northern side of the compound and you'll find the chest beside the northern fence on the other side of the barrier.
Once the Malice in south-southwestern-western Kyoto recedes, look for another chest inside a field in the southwestern area, heading south along the street from the Kamo River - East Spirit Mirror.
You'll find another one in the watchtower beside the Gojo Street - West Spirit Mirror.
If you head south from Shijo Street, you'll find two chests containing Hempen Cloth inside the same house. The first is on the ground floor, while the second is upstairs.

While crossing the linear south-southwestern section during the story, you'll pass through the first floor of a building after climbing onto a cart. You'll find the Hempen Cloth chest in the southeastern corner of this building.
After taking the elevator down, look for another chest behind the folding screen beside the first door in the Underground Laboratory, before passing through it.
