You'll find one in the locked room beside the Hall Spirit Mirror.
Continue until you reach the chest containing the Oni Bow. Once you have it, turn around and look through the broken bars in the wall opposite the locked room's door. From there, you can shoot the lock and break it.
You can now open the door, enter the room and collect the Cotton Cloth from the chest.
You'll find one north of the northeastern corner of Rokudo-chinnoji Temple, the main hub area of the map. You're looking for a chest inside a small shed beside a house.
There's another in a chest east of the Higashioji Street Spirit Mirror, on the northern side of the field in a courtyard full of enemies.
You'll find another inside a chest in the courtyard of a house in the northwestern corner of the explorable area, inside a compound controlled by enemies.
You'll find another inside the house in the western Rift compound. You'll pass through this area as part of the story.
Once you've unlocked the ability to destroy Malice Barriers, a chest will appear in one of the courtyards that previously contained a Stout Pillar, northeast of Rokudo-chinnoji Temple, containing another Cotton Cloth.
After clearing the Malice from Eastern Kyoto as part of the story, you'll find another chest containing one piece behind a house in the southeastern area.

As you progress through the story, you'll eventually reach Toribeno, the southeasternmost part of the fields. Follow the natural route until you reach the southeastern corner, where several huts are located. Look in the northwestern corner of this small village to find the chest.
In the same area, you'll find another chest along a path to the north. You'll pass right by it on your way to the third Malice-emitting plant.
In the south-southwestern part of Kyoto, where the Malice recedes shortly after the previous chest, there's a Cotton Cloth chest on the ground floor of a building near the southern intersection, east of the southern bridge over the Kamo River.
There's another one at the intersection southwest of Rokudo-chinnoji Temple, on the street leading directly toward the fields.
In the southernmost part of these fields, among the bamboo, there's a small hut that an enemy will burst out of. Inside you'll find another chest containing Cotton Cloth.
There's another one in a courtyard northwest of the previous location. The compound is packed with enemies, and the chest is in the southeastern section.
Directly northwest of the previous courtyard is a complex of buildings. You'll find another chest containing this material in the central courtyard.
There's another one inside a building on the street to the west.
If you head all the way to the southwesternmost corner of the area, you'll find a storehouse with a ladder. The route through it eventually takes you into a courtyard containing another chest with Cotton Cloth.
There's another chest near one of the Rifts in Shadows Fall, along the path leading toward the objective from the south.
Once you can reach the far northwestern part of Kyoto, starting from The Demon on the Mount, follow the eastern riverbank north, directly east of the sandbar. It won't take long to spot a small building with a ladder and a wall-running section on the roof.
The wall-running section takes you into a courtyard with enemies, with the chest located inside the building.
You'll find another chest on the upper floor of a building south of Shijo Street, reached by climbing the ladder from the ground floor.
If you continue south along that street and turn east as soon as possible, you'll reach a cart containing another chest with Cotton Cloth.
You can find more inside a chest in the courtyard used during Mysteries of Kyoto - The Faceless. Follow the walkthrough for that mission, as this area only becomes accessible during it.
Once you can head east from the Shijo Street Spirit Mirror, enter the building north of the Malice to find another chest containing Cotton Cloth.
You'll find a chest containing Cotton Cloth on Underground Level 3. It's located just before a set of ropes you need to cut to continue through the area, so it's difficult to miss.
