Every 22 hours in real time, a random selection of 10 different Pokémon appears at Roster Ranch, and each of them has a chance of being Shiny. The only problem is that you'll be relying entirely on luck to find the one you want.
Shiny Pokémon are naturally extremely rare, so you won't see them appear at Roster Ranch very often. At the time of writing, their exact appearance rate is unknown. However, the standard odds in the mainline games are 1 in 4,096, which should give you an idea of just how rare they are.
Don't forget that you can also spend Quick Coupons or Victory Points at Roster Ranch to speed up the timer and generate another random selection of Pokémon without having to wait.

The only thing you need to bear in mind is that the Pokémon you want to transfer must be available in Champions, as not every species is supported.
