While weapons and armour in The Blood of Dawnwalker are generally somewhat disposable, there is one particular armour set that stands far above the rest. We're talking about the Armour of the Arbiter, the same armour you've seen Coen wearing in several of the game's promotional materials. Getting it won't be easy, but once you obtain it, it can stay with you throughout the rest of your adventure.
The Armour of the Arbiter is obtained by completing A Bulwark Against Darkness. This quest cannot be started before reaching Infamy Level 4. It's a long and demanding quest, mainly because the materials you need are extremely rare.
Once you have all four materials, the quest will send you to the Uriashi Hermitage, in the northwestern corner of the map.
Once there, speak to the uriashi blacksmith and hand over the materials... and that's it: you'll receive a complete Epic Arbiter set, consisting of the Armour of the Arbiter, Boots of the Arbiter, Shin Guards of the Arbiter and Bracers of the Arbiter. However, the armour can be upgraded even further.
Besides upgrading its level at a blacksmith, the Armour of the Arbiter can be further enhanced by speaking to the uriashi blacksmith again at the Uriashi Hermitage. Doing so will consume 3 time segments and start a ritual during which you won't be able to use the Armour of the Arbiter. Your task is to fight off a series of wild animals. The first wave consists of a pack of wolves, but once they're defeated, an Ursine Apparition will appear. Defeat it to receive the Legendary Enhanced Arbiter armour set.
