After completing these quests and allowing a day to pass, The Night of Horrors will become available. Towards the end of the quest, eat the mandrake and you'll gain access to an additional conversation. To pursue the romance, ask whether vrakhiri can get drunk, follow Lacra, make it clear that you're interested, drink when given the opportunity and finally kiss her.
Doing so also grants Mandrake Ward automatically, without spending a Skill Point, and allows you to unlock the Mesmerise Vampirism ability.
