To unlock Frost for free in Mortal Kombat 11, complete Chapter 4, Fire & Ice, in Part 1 of Story Mode. You can play as either Scorpion or Sub-Zero, and you do not need to finish the entire campaign.
Frost will be added automatically to the character-selection screen after the chapter is completed. No Kombat Pack, Time Krystals or additional purchase is required.

Follow these steps to add Frost to your roster without spending any money:
If you are starting Story Mode from the beginning, you must first complete Chapters 1, 2 and 3. You can stop after Chapter 4 if your only objective is to unlock Frost.
Either Scorpion or Sub-Zero can be used to unlock Frost. Completing Chapter 4 is the requirement that matters; Sub-Zero is not required.
WB Games confirms that you can play as either fighter throughout the chapter. Your choice only changes which character you control during each encounter and does not affect the unlock.
You do not need to restart Story Mode. If Chapter 4 is available through Chapter Select, replay Fire & Ice and complete the chapter through its ending.
If Chapter 4 is already marked as completed and Frost appears on your character-selection screen, no replay is necessary.
Frost can also be offered as a paid instant-access add-on on digital storefronts. Buying it unlocks her without completing Story Mode, but this purchase is entirely optional.
Frost is a base-roster character, not a Kombat Pack fighter. She can always be earned through Chapter 4, so purchasing the instant unlock provides convenience rather than exclusive content.
The free Story Mode method also applies to Mortal Kombat 11 Ultimate. If Frost is still locked in Ultimate, complete Fire & Ice or install the optional instant-access add-on if you already own it.

Unlocking the fighter does not automatically provide every Frost skin, gear piece, Brutality or cosmetic reward. Those items have their own requirements and can be earned through the relevant game modes.
